Ingredients:

Meat Filling
2 celery ribs
½ medium white or yellow onion
2 cloves garlic
1 lb ground beef
1 tsp salt
1 tsp black pepper
1 tsp white pepper
½ tsp garlic powder
1 tbsp tomato paste
2 tbsp extra virgin olive oil
Mashed Cauliflower
1 medium head of cauliflower or 2 steam bags of cauliflower rice
2 tbsp heavy cream
1 c mozzarella
2 tbsp salted butter
½ tsp salt
½ tsp black pepper
½ tsp white pepper
½ tsp garlic powder
Parsley to taste

Let’s Do This!
Preheat the oven to 400F.
Chop onion and celery, set aside.
In a large pan, add olive oil, chopped garlic cloves, and onion cook for roughly 2-3 minutes or until onion is soft.
Add ground beef to the pan. As ground beef is cooking, add salt, black pepper, white pepper, and garlic powder.
Once meat is cooked add tomato paste and celery, stir until fully incorporated.
Evenly spread meat mixture in a 9x13 casserole dish.
Prepare your cauliflower or cauliflower rice.( I used steam bags, so mine went in the microwave).
Add cooked cauliflower to your food processor along with your heavy cream, butter, salt, black pepper, white pepper, garlic powder, parsley, and ½ c of your mozzarella. Mix on high until fully incorporated.
Layer cauliflower over your meat mixture. Bake for ten minutes until cheese is brown and bubbly.
